When Taiwan march to internationalization, the disputes in Intellectual Property Right (IPR) start to appear with the Hi-tech industry facing the turning challenge. How to emphasize the mechanism of IP rights, technology transfer (TT), investment assessment (IA), and ameliorate the investment environment and related regulations has become the competence priority in knowledge-based economy. After the pass of Science and Technology Basic Act in 1999, as the Byh-Dole Act in US, the mechanism of technology transfer from academic to commercialization has transformed the industry from the passive manufacturing agent role into proactive innovation-oriented development. Therefore, to construct a platform as a communication bridge between industry, academic, and government become the need to respond to the challenging industry.

Association of University Technology Manager (AUTM) in US has been a well-known organization for technology transfer bridge between research academics and industry, and contribute tremendously to economic prosperity. The initial foundation of Association of Technology Manager in Taiwan (ATMT) aim to collaborate with AUTM in US to exchange its experience and operations through licensing. In the mean time, ATMT expect to nourish our commercialization mechanism in this region between research and industry by this ATMT-AUTM cooperation.

ATMT is a non-profit organization with the objectives to construct the bridge platform for research institute, government, and industry, and also to provide the professional experience and specific information in IP management, technology transfer operation, and investment assessment. In the mean time, ATMT also plans to play the major roles providing the training and analysis functions of IP management and investment assessment when assist research institute building the TT mechanism.
